I’ve never tried Realistic Population because it seems to change the game quite a bit - I’ve read it’s kind of another layer of added difficulty, along with realistic parking and turning vehicle despawning off (neither of which I use either). I watched plenty of YT-guides on how to "work with the terrain" and I agree, that it makes things more interesting and organic looking. What you probably need to look for in the workshop is a save where somebody has deleted all of the outside connections after starting a new game.
